District Seeks Ad-Hoc Attendance Control Officer to Improve Sick Leave


If you’re interested in broadening your postal horizons as an Attendance Control Officer, the South Florida District has an ad-hoc position available at the District Office, Fort Lauderdale, FL.  

All qualified EAS career postal employees in the South Florida District are eligible to apply. The successful applicant must reside within 50 miles of the detail location. The successful candidate will report to the Fort Lauderdale District Office, 1900 W. Oakland Park Blvd, Fort Lauderdale, FL 33310.  The successful candidate will report to the Manager, Human Resources and the District Finance Manager.

The ad-hoc position is not to exceed 180 days. Saved grade.   

Non-scheduled days: Saturday and Sunday 

Hours: 9:00 a.m. to 5:30 p.m.

Duties and Responsibilities:

1. Manages employee availability and attendance control programs; monitors employee availability and TACS dashboards and reports to identify discrepancies, staffing issues and trends. Communicates issues to local management for mitigating action.

2. Implements measures for local offices to effectively track and monitor attendance issues including Zero Work Hours employees. Consults with managers and supervisors; ensures unscheduled absences are being recorded appropriately also ensures action is timely and relevant. Provides training on reporting systems and ensures those systems are effectively utilized.

3. Receives, interprets and implements directives or instructions issued by HQ and Area leadership. Writes local procedural instructions and guidelines in reference to new programs or modifications to existing attendance control procedures and policies.

4. Applies national and local agreements and employee relations policies regarding attendance control and employee availability; reviews proposed corrective action request packet initiated by supervisors/managers;
ensures it is complete, supportable and in compliance with postal handbooks and manuals.

5. Evaluates performance cluster staffing issues and makes evaluations, recommendations for improvements to maximize the effectiveness of workforce resource allocations; develops strategies for implementation; and conducts ERMS reviews and follow-up.

6. Provides program guidance, technical advice, policy interpretation and training on attendance control and employee availability programs and activities. Monitors return to work meetings.

7. Serves as a liaison between supervisors/managers, Labor Relations, Personnel, Finance and Operations on complement, staffing and attendance control matters within a performance cluster to ensure that attendance is being effectively managed.

Qualifications/Requirements:  

1. Knowledge of national and local agreements and employee relation policies as it relates to attendance.

2. Knowledge of TACS and ability to utilize TACS reports as it relates to attendance.

3. Ability to effectively coach and train employees.

4. Ability to effectively communicate orally and in writing.

5. Ability to develop strategies for process improvements and effectively follow
up on compliance issues.

6. Ability to implement and/or oversee programs in compliance with established attendance control procedures. 

7. Ability to establish and maintain effective working relationships with representatives of employee labor relations, Human Resources, Finance, and Operations.

8. Ability to analyze data, organize reports and to furnish information to higher level management to effectively  communicate orally and in writing sufficient to investigate and resolve customer complaints, and to furnish information to community businesses and governmental agencies regarding postal services.
